In SDMX messages, a comment may contain a descriptive text which can be attached to an agency, provision agreement, dataflow, data set, group, time series, or observation. A list of ID broken down by attachment level is therefore needed: COMMENT_AGENCY, COMMENT_AGR, COMMENT_DFL, COMMENT_DSET, COMMENT_GRP, COMMENT_TS, COMMENT_OBS.
